Horrible Idea
Try the executives for the crimes committed against them?

Should, then, we arrest a car owner for the theft of their own car? Or a parent if a child steals a car? How about a school teacher for statuatory rape of one of their older students has sex with much younger student after completed the sex-ed course?

This only shows the hackers that there is no consequence for their actions. Just because there seems to be little consequence for a CEO not securing their own network doesn't mean that we should reverse the situation and turn all consequence on the CEO.

Government egulations (it pains me to say it) MIGHT be needed to force companies to shape up, but a reverse in the american judicial system? That just won't work.
