this is why
I'm sure the gov has potentially dangerous data, that it doesent want to hand over to anyone they hire to break there sytems.... i mean, for a private company, losing some database could hurt sales, but immagine lossing a database full of nuclear launch codes (exxageration, but sue me)..... non disclosure agrements jsut dont cut it when ure dealing with data that has the potential to cripple ure nation...

maybe the gov should start training security speciallists to deal directly with government computer systems..... or set up mirrors of there systems, containing random data, and have security companies try to hack those.... any vulns could then be patched across by the sys admins on the gov systems
