The Sensible Solution
Why not do for the government what private industries do for themselves in this area? Private industry hires expert security services that spend all day long hacking into their system and discover all of the potential weaknesses. They then make recommendations to the firm how to fix their security and they rely upon both manufactures and capable employees to administer the fixes.
Of course, there?s simply no incentive in government to do this. It?s not like there?s any personal penalties for management that fails to take computer security seriously!
But what if there were?
Imagine someone hacks into the computer and steals the funds for the agency. The perpetrator goes harmless for his or her efforts and the management is arrested and forced to pay back every penny. If there is a security breach, the management involved must go to Federal Prison for those crimes. Make them responsible for their failures and you?ll see upper management hustling to get an A Grade by next month!
