Correct, but ....
Microsoft's anti-virus efforts will be as low quality as the rest of their malware infested OS. Conventional software engineering principles were long thrown to the four winds when MS integrated application layer functionality (IE) into low level OS functionality (Windows) in order to snuff out competing 3rd party software. Are they going to undo the root cause of every problem Windows has? Of course not. They've bought somebody elses solution to their problems, lock stock and barrel, and now they're going to bolt it on the existing dross.

It's a bit like a pie shop integrating anti-biotics into the mouldy food they're knowingly selling. Works in principle, won't work when people realise they're still getting food poisoning.
