simple solution
I've never been one for giving more power to the government, but making spam illegal would be the easiest solution. Most ISP's already make spam illegal all they have to do is start enforcing that really. If they would just start banning people for spaming then even if it is just some inocent person's computer being used as a spam engine, after getting banned from a few isp these people would start being more responsible with their computers.

MS is a secure enough platform if people take the time to keep it secure. Hell I know people who have never seen the blue screen of death simply by maintaining their computer.
Someone said something about firestone recalling their faulty tiers, well if someone runs on the same tiers for 10 years without replacing them and one blows out, it's the persons fault for not getting new ones. Or if someone's car breaks down cause they didn't change the oil, it's the person's fault.
