Some issues:
ISP means access to the Internet. If ISPs start blocking traffic to / from legitimate ports and other legitimate Internet services, then they are NOT ISPs. They are just a remote data center to which you have delegated your operations.

It does NOT seem right to me. As long as one is NOT abusing the Internet, he/she should be able to utilize the common networking services.

It is MS crapware that needs to be put under STRICT surveillance. Restricting reasonable users because others misbehave is asinine.
