I don't care if it's illegal
I'm not dealing with whether it is illegal. I am dealing with whether it should be illegal. If it is, it shouldn't be. Obviously, this would have to be a well-organized and -researched operation in order to avoid collateral damage. If it has to go offshore, so be it. Even so, there's a good chance it wouldn't be illegal. You could just ask their server to do what they already do anyway-- hand out web pages. You're just having a few million computers do that a few hundred time a second.
