Not quite
First of all, you can't just "click through." If you get to this, it will give you a specific dialog saying that something is trying to modify your browser. The button to do so will NOT BE AVAILABLE to click through. It will be grayed out for a few seconds to force you to read the thing, and to keep you from clicking by mistake, or because you are trying to click on something else but your cursor moves when this gets focus.

The user will NOT get just another dialog box that can be misleading. The user will get a very specific box saying exactly what is going on.

Of course a user can be dumb enough to ignore all that, but that's not the real issue. Despite the media using the word "virus" to refer to things that users decide to run instead of things that get on the systems by themselves, in this case, the user gets as much warning as anybody can expect. If that user then decides to tell his browser to install something, even if he does not know what it is or what it does, then I can't blame Mozilla.

The problem with IE was/is that users end up with things installed even if they do not take any intentional action to do so. This is a different story.
