That says one (or more) of three things
Either MS fired all developers working on the product before they bought it on the spot and have had little success in replacing them with their own developers, or that the MS brass has micro-managed the developers that stayed on to the point that their R&D has suffered, or that MS simply hasn't appropriated enough money to get the job done properly.

But any way you look at it, you realize just how far MS is away from trustworthy anything, and it makes you wonder if the MS brass are even serious about it.
