Explain to me then
why our apps which are "Windows Apps" use ActiveX but NOT IE and are NOT susceptible to the same security issues!

You obviously DO NOT understand how "low level" programming works when it comes to ActiveX. In the same manner that you use an API, you are only calling specific functions that an interface has available.

IE is terrible for numerous reasons not the least of which is it use of the OS. But ActiveX is NOT part of IE. It is an interface that when called incorrectly can be mis-used.
