"Whenever phishing occurs with IE, it is blamed on IE, not
the users"

Lets give a few examples:

1) Internet Explorer DHTML Edit ActiveX Control Cross-Site
Scripting - CAN-2004-1319

2) Microsoft Windows Help and Support Center URL
Validation Vulnerability - CAN-2004-0199

3) Internet Explorer URL Spoofing Vulnerability

4) User names and passwords in HTTP or HTTPS URLs

1), 2) and 3) were blamed on MS (they were flaws in their
software), 4) wasn't as it was the standard at fault (really
the users understanding of the standard). But MS decided
to break with the standard anyway for 4).

Any evidence to the contrary?
