I think all names are administered by IETF through contractor verisign. Anyway say for arguments sake this is true.
MyDomainNames incorporated of Delhi sells payp?l.com to someone, IETF or verisign should come down on them like a big ton of bricks (but only if the customer been phishing).

Someone can use an opportunity here to sell a service to the big corporates where they check for the existence of all possible similar-looking webaddresses, and buy them up (or monitor their behaviour) for the big US corp.

See easy, wasn't it.
