My experience differs
From my experience store procedure are often an ingnored function in MSSQL and Oracle. The problem with stored procedures is it locks you into the database you are developing on. That means a lot more work.

I see far, far more projects that use stored procedures than those that don't. The problem you speak of is only an issue if you put too much business logic into your stored procedure. At that point I agree, it becomes a pain to migrate. Most of the projects I've been involed in use stored procedures for the performance (the SQL is precompiled and network traffic is reduced) and security (MUCH easier to secure a database if your logon doesn't have access to the base tables). You even get a slight advantage of shielding your application from minor database schema changes if you rely solely on stored procedures for CRUD. In all these cases your stored procedures are usually only 1 or 2 lines long and migrating is a tiny bit of grunt work that could probably even be automated.

When used in this way, lock in isn't a problem at all.
