Like I said for IE, too many darned programs having file open and execute permissions. Communications program (email, chat, browser) should only be able to receive file, not open or execute it. Anything automated like that via Internet will be exploited.

These programs should just be able to receive the file ... and it should be piped through virus scan while being received or immediately afterwards. Then if the user/admin clicks on it to execute it, then that was their fault.

Noone should be receiving files from persons or organizations that they do not know well enough to trust what they are sending. This includes files and executeable code received by IE, Outlook Express, Outlook, Messenger ... and keep adding to that list until everything is on there.

Too many cooks spoiling the soup, the cooks are the programs (above) which are allowed to do these things, and the soup is the operating system.

The c[r?]ooks are also the persons that programmed (designed, planned, programmed) those programs.
