Just use..
..the immunization function in pretty much any of the spyware apps out there (such as spybot). All it does is create a big blacklist which gets put into IE restricted sites zone. Spybot has around 2300 blacklisted sites. Also you can use IE-Spyad, which is basically just a registry file which dumps a ton of sites into IE's restricted sites zone.
Or you could do the most intelligent thing and use a browser other than IE. Most all the spyware and trojans out there are specifically targeted for IE. That ALONE should be enough reason to ditch it. Then you add in the lack of modern day functionality and extensibility and I can't see why ANYONE would use IE willingly.
