From the article:
"For example, Netscape is in negotiations with various security companies to supply the Netscape 8 beta with frequently updated blacklists of Web sites that are suspected of purveying spyware, phishing schemes and other hostile code."
It involves maintaining a 'blacklist' of web sites suspected of phishing. That's not directly a function of the browser; it's an add-on that Firefox or even IE could do. In fact, IE has the ability right now to restrict sites (Internet Options | Security | Restricted sites), although it must be maintained by the user. It sounds from the article like Netscape will simply be providing a built-in list, and possibly updating the list over time.
What happens if a web site 'erroneously' gets on the blacklist? If Microsoft were to build such functionality into IE, would we trust MS to maintain the list?
