MySQL does run under a normal user account on Windows
It just takes a little work.

I ran MySQL on a Windows 2000 server at a customer site for a while. (I convinced the customer to try it out on Linux - it performs nearly twice as fast on the same machine)

Anyway, I did not like the idea of running it as Administrator. It runs under regular user accounts on all other OS's. It's a little more work upfront, but it can be done.

Obviously, the permissions for the MySQL directory need to be changed. There are also a few keys in the registry that need to be moved to the CURRENT_USER key for the MySQL account. The account needs to be enabled to run services. For better security, logins for this account should not be allowed.

All that work and then the DBA sets the root password for MySQL to 'admin' or 'password'!!
