to install it you need admin privileges. Once installed the service can run as you need it to.

They key with this whole thing was weak passwords in the MySQL Database. It really had nothing to with Windows itself, other than DBA's not properly configuring anything.

The same would have happened on a Linux box IF the DBA has given the database processes root privileges. The key difference is that MOST Linux DBA understand the concept of process privileges and MOST Windows DBA's do not.
