My condolences
..Not by choice it is becasue of legacy apps that wouldnt run on W2k....

Unless you provide more specifics I can't imagine what this legacy app is doing but an upgrade to W2K from NT was and still is well worth it for me.

..A lot of enterprises will be behind the curve..
With a 7 year old OS tied to even older legacy apps that certainly puts your company behind the curve.

..MS brings out an OS cripples the productivity...

Since you're running NT, 4.0 I hope, are you referring to some problems upgrading Win9x or NT3.x?
That's ancient history for the rest of us.

..find a way of resolving all of application and integration issues for a large enterprise environment you are not going to be able to upgrade when MS says so....

Well this is obviously an issue for you with the legacy app. I would start looking there before demanding 100% backwards compatibility.
Tweaking software for an OS upgrade is pretty much par the course.

..incorporated into the business and how to deliver uptimes and capability without affecting the capability of the business....

Sure so some numbers:
Average PC support cost/year: $2k x 7 years
NT-2K upgrade cost: $100/client + legacy app tweak (unknown)
Less (support cost savings + more uptime) after upgrade.

Plug in the missing numbers and hey presto.

Might even be able to improve the capibilities of the company if you stay on the curve a bit better.
