It is dictated by the business, the budget and whether they want to afford it. I have just been through that process.
I made the recomendation and they still dragged their feet. IT is not seen as a business process it is seen as a necesary evil. When it goes wrong then they all end up screaming. A lot of people dont understand software but they want all the capability that it can provide. that is why IT is poorly utilised and not well funded.
