Not by choice it is becasue of legacy apps that wouldnt run on W2k. A lot of enterprises will be behind the curve as to do a upgrade anytime MS brings out an OS cripples the productivity and with it will come the increased TCO (i really hate the term but it explains the situation here).
Unless you can convice managers to spend the money or find a way of resolving all of application and integration issues for a large enterprise environment you are not going to be able to upgrade when MS says so. If you think I am wrong prove it. My support is dictated by the managers and projects running. You cannot just upgrade servers and systems when you feel like it. You need to test the applications and then see how it affects the business.
I have been dealing with these issues so I know what I am talking about. That is why I am starting to favour OSS and Uninx as you dont just upgrade at the same cycle.
