Very easy to prevent. Just as in Linux, OSX, etc. Windows should be configured with the appropriate access priviliges. If not, the admin should be shot on site!

Windows can be made very secure. Not as secure as NetWare or Linux, but close. If the admins were REAL admins, instead of "power users", most of these issues would be non-existent.
