I don't think the antivirus folks can get ahead of the attackers. Until someone exposes a weak point, it is hard to find them all.
I think the only way to slow this down is put a very serious penalty if caught and focus some resources on catching these people. It would not bother me to fine a person $250,000 USD and put them in jail for 5-10 years for starting a virus, worm, trojan, etc.
The cost to businesses is tremendous, much less the troubles of lost information or customers mad because your system goes down or crashes.
