Yes, companies DO carry people this stupid because they don't want to be sued or get hit with the burden of paying unemployment (which comes out of company contributions to the system and counts against the company). There are also questions of seniority and position within the company.

And since my company is a government agency, that further complicates the issue. One has to pretty much burn down the building while screaming support for any one of the unsavory groups out there before s/he can even get put on admin leave. So all those employees, once in, are in forever unless they do something REALLY, REALLY wrong. Then they get to retire...

Incompetence is not the problem-it is the overwhelming burden of trying to get the older horses to drink at the waterhole (to paraphrase an old saying).
