It's not a pact...
...as in an agreement between parties. It was unilaterally created by the vendors as a face-saving measure to make it appear that they were actually actively doing something about fixing bugs rather than just waiting until the next servce pack to roll all fixes into.

There are no penalties for failure to meet their "standard" and it is not legally binding - for all intents and purposes, is pretty much meaningless.

Face it, folks. The *only* way that you are going to hear of vulnerabilities is for a third party to report them. Because of the insanely binding user-licensing agreements that you "agree" to when installing their software, software companies are under no obligation to fix it when it is broken...
