Supposition!
Since the web browser and the computer browser are both content delivery mechanisms only differing in where that content comes from it makes perfect sense to share the code from a "simplicity" perspective. The mere act of having two separate engines would add to the possibility of more flaws. The re-use of modules for similar functions is at the heart of good programming practice.

The spagetti code is a myth perpetuated by Microsoft's detracters. Since they have not seen the code and are only speculating on how it is structured, they really only have the perception that is what has occurred. I suspect that the real reason behind there "same old tired posts" is a phsychological need to reaffirm that they have made the right choice.
