Seems to me that checking the URL against its text label would only help in the most obvious situations, and could easily become a nuisance because most, if not all, HTML e-mail has links set up in the traditional way (human-readable text hiding the URL).
Also, this approach could be easily circumvented by embedding an image of the visible text with the evil URL attached to the image. There's no way a program could validate that combination.
Checking for numeric IP addresses in URLs would help a bit, but I've seen several recent phishing e-mails that used real web server hostnames which they've compromised.
