just add the user to
the Guests group and manually assign permissions where needed. I can't recall who i did that to but they were pissssed. Tweak UI may have some additional lockdowns, however if it is an active directory domain member you can really lock it down (without making them a guest) hell you could make them a local admin and still keep them from installing programs, or running any for that matter.
