Most things are not even under a CIO control.
A good example is basic software. I continually run across software that requires a person to be a power user and even some that need admin rights. We are looking at ID badge systems right now, and two out of the three require power user or higher. This is a system for security and it's software is making me drop security. It's these kinds of things that make security so difficult.
