My guess
I would hope that the US has a military version of the Internet linked up with satellites that is separate from the public internet infrastructure.

If I can use my cell phone to link up my PDA to download email, a spy could probably do the same with a secure satellite phone linked up with the military's network. Internet not required.

And part of warfare includes going after the economy. If China for instance, decided to take on the US, whose economy heavily relies upon the internet, their first target would be to disrupt the Internet as much as they can.

And the US cybersecurity person has physical threats to worry about, like EMP blasts from nuclear weapons and such. An air burst of a large nuclear device over the New York Region would criple the US economy since everything from computer equipment to microwaves to power grids would be completely fried. Even backups, unless they were in specially desinged bunkers would be toast.

Cybersecurity is a tough job to take on, especially in the context of defending a nation and all the threats you must prepare for.
