You speak as though it were possible to bring the entire Internet down in the first place and that terrorists are the only ones trying to infiltrate US computer systems.

Fact is, I see very little threat from Al Qaida in terms of causing severe harm to US computer infrastructure and data. I would be more concerned about places like China, Russia, European Union, etc... that are actively trying to break into US systems to gain intelligence and steal secrets. They have the money, expertise, and resources to do these things. China for example, WOULD want to bring down most of the Internet if it was in an all out attack with another country like the US.

I know there are theories about how to bring down the whole internet, but has it been proven? Maybe the US or China or Russia has an idea of how to do it, but I don't think they want to test it out, because like you said, its more useful to them working than not, except in all out War.
