Virginia and SSNs
When I lived in Virginia in the 70's and 80's, just about all state records were tied to the Social Security number (driver's licenses, voter registrations, and yes, state university IDs). This raised some eyebrows back then (primarily purists complaining that SSNs were supposed to only be used for Social Security), but it's crazy in the age of the Internet. If the General Assembly waited this long to make a change, there are some politicians who deserve to lose their jobs, because something like this was bound to happen sooner or later.
