Why not improve login?
While a scheme like that would work, it would be a PITA and people wouldn't use it. If you've ever worked at an ISP and had to walk Grandma through the four steps to set up her email account, you know how challenging this would be for a lot of users. But I think changes to the login are one of the ways to help control this issue.

The real problem is a social engineering challenge, though. The phishers are using social engineering to trick people into visiting their web sites. (I get about 5 of these messages a week, so I have seen the tricks they use.) So it's really more a need to counter the phisher's social engineering. My bank has a notice prominently (but tastefully) displayed on the login page which states their policy for emailing customers. It takes just a few seconds to read and it's there as a reminder every time I log on.

It seems a shame that ebay would add the cost of maintaining mail boxes for all their customers. I'm sure there are other ways to approach this issue. On the other hand, it also gives them added opportunities to have customers on their site longer, it increases goodwill, and they can use it as a value-add against competitors. So there are pluses.
