Because PHP and phpBB are so nearly ubiquitous, a cracker gets great bang for the buck in exploiting them.

In any case, from what I'm seeing the phpBB crew are being kind of pig-headed about the whole thing. E.g., the exploit reports don't come to them with perfect spelling, so they refuse to read them...
