The experts knew "Can Spam" wouldn't work - the gov't didn't listen
All of the experts knew Can-Spam wouldn't work.

It did, in fact, legalize spam by saying you can spam, under the condition the user can opt-out. Any expert will tell you opt-out does not work! You'll opt out of one list, to be put onto 100 more.

Anybody who has access to email can tell you the experts were right - the amount spam isn't even slowing down. In fact, I myslef am getting spam at a faster rate than before. The experts are right. It's time polititions started listening.
