UN-enforced law ???
Here is the dilemna facing the SPAM situation: At what point does it become cost effective for a law enforcement agency to REALLY clamp down on SPAM? It doesn't!

Here is my solution:

In the same manner that law enforcement agencies are allowed to "reap the spoils" in drug interdictions, you could do the same in the case of SPAM. Instead of getting the cash and the cars you could reward the agencies with the latest technologies and a percentage of recovered fines.

This would encourage stronger penalties (fines) and stronger enforcement, since it would benefit law enforcement to go after these idiots.

Imagine an anti-spam group in every local PD across the country!
