What good is an UN-enforced law ???
You can make all the laws you want but if no enforces them, how can you expect them to have ANY impact whatsoever???

If you wanna stop SPAM it ain't that difficult... but it takes a LOT more than lip service. The ONLY reason for SPAM is to make money. If you seize all assets of SPAMMERS/HACKERS and sentence them to 30 years in prison, you will have a good start toward reducing SPAM. Note that I said START!
