Of course the thieves should be held responsible
Let me restate what I said above. There IS a prevailing thought of "OH gee we lost a laptop with personal info on it. Gosh we need to tell everyone so they can take steps to protect themselves. Golly everything will be OK then." This lackadasical attitude toward the importance of what is carried in those laptops that is stolen is appalling.

The victims have to take the time and the money to change accounts, place blocks on the cards etc. Most banks cover the losses after $50.00 when a theft is reported. It is well documented that most banks write off the losses because it is so tough to find the criminals. That cost is eventually passed onto the consumer. Now let's ramp up the horror factor just a bit more. Total identity theft. The years it takes to clear that up combined with the financial cost is high. Even if the offender is caught the victim rarely is recompensated for their anguish.

Yeah, Yeah let's not forget the thief. The companies and the employees should be held responsible for the costs of the clean up. If your lawnmower throws a rock and breaks my car windshield don't I have a reasonable expectation for you to fix it? If I ask you to feed my dog while I'm away and you leave my backdoor open allowing a thief to steal from me don't you think you might be just a tad responsible for the loss? I don't think, "I'm sorry that we screwed up" is suffucient recompense to the real victims here.
