The API's are the programs.

If you think of the applications as just interfaces you'll be closer.

That's why pulling out WMP and everything related to it would mean developers couldn't rely on a single set of media capabilities any more. Plug in Real, for example, and the capabilities aren't replaced.

In the EC (Monti) case, Monti has apparently ordered the capabilities pulled out for his version of Windows. If it sold at all, it would wreck the developers' expectation about what writing for Windows means.
Of course, Monti might not have meant exactly that. He's pretty new at designing operating systems, and picked himself a difficult one for beginning software architects.
