Please clarify how people would be able to use their pc's. I don't think I understand how you want XP Home set up.

I think the key phrase is "default user" but it may have been more clear if the OP said "default login."

I agree with the OP. The user should have to affirmatively activate the admin mode to install software, etc., that require admin privileges. The way it is, the user login defaults to admin, and the user has to affirmatively swich to unprivileged user mode.
