The law in breif ...
says that interstate (as opposed to intrastate) commerce is to be regulated by the federal government and ONLY by the federal government. This is basically why you can't deney your phone number to someone you call via an 800 number regardless of the regulations in the state where you live. If it is interstate OR has the possibility of being interstate, federal law NOT state law prevails. It is as simple as that. You can still go after spammers. You just can't base your case on a state law OR use state courts to prosecute them.
