If you can get Junk Mail you can get Junk eMail
Junk Mail is legal since senders pay for it; since email is basically free to send it doesn't cost you anything to recieve it.

Worst that happens is your server fills up with junk and you have to take the time to empty it.
Same thing happens with junk mail, your mailbox fills up and you have to take the time to empty it.

As long as you can get junk in snail mail there will be an argument that you can recieve junk in email.
