They do.
Prior to letting any merchant accept cards, a fairly detailed investigation is done, including credit, busines trade refs, etc. In any credit transaction there is a risk. When Visa/MC suspect a merchant is allowing fraudulent transactions they are placed on a "hold status" which does not let them collect on the transactions that they have accepted.

If the merchant is found to be "non-culpable" their status is restored. As in any credit transaction, performance is monitored.
