But, while it is true that VISA is taking extraordinary measures, as you indicated in the article, their measures are dealing with constituents. These constituents are the card service providers, such as Chase, Citi, First Data and the like. These requirements don't fall down to the merchant level. That is the front door. The situation is now such that all the security that VISA puts in is only as good as the merchant accepting the cards. IF the merchants don't use the newer security features (it does cost them a little more in development of web pages for example) then the end result will be the same, EXCEPT for the loss of data from the processor to VISA and within VISA itself.

The best way to ensure the most secure credit card transaction is to always use the full suite of services offered by VISA, but until it is cost effective for the merchants, it will only be used by the higher volume merchants who can absorb the cost. Until then, the local convenience store, and home grown web operation will still be the focus of a lot of fraud.
