It looks like you have no idea ...
I wish everyone here knew what they were talking about before spouting off. To wit:

"why Visa and MasterCard are intentionally not doing even the basic security as they are advertising ? no address verification, etc."

It is not up to Visa and MasterCard to do the verification. There are two requirements for this to happen: A) The merchant must request the service, and B) The merchant must provide the information to be verified. Once the information is there, it can be verified if they are subscribing to the service.

Neither of the above are controlled by Visa or MasterCard.

The 3rd level of security is the CVV code on the back of the card. AGAIN, it is up to the merchant to use that verification. If they do ask for it, it isn't used.

If you are going to blame anyone for the verification issues, blame the merchants.

Or as my 6th grade teach said: Put brain in gear before engaging mouth.
