You have quite a good grasp of the situation! But actually, the "government wonks" such as Sarbanes and Oxley have had a MAJOR impact on security and data accountability. The S-Ox 404 regulations are a major driver of corporations becoming more secure.

"Lazy admins" is also not quite true. Most of the time the administration of SANs and servers are done by 2 different groups. More like "See no evil ..."-type admins - The more questions you ask, the more work you get to do! There really needs to be standards established as to what data goes where, and classification of that data. We are just starting down that path at the largest corporation in the world named for its founder. This was something I advocated 15 years ago . . .
