The web would've developed regardless of who's dominating
By dominating the market and setting a standard for the internet, IE has allowed the Web to develop into what it is today.
Standards are set by the W3C. Sure, the Netscape/IE wars contributed, but no matter who won, the web would've developed regardless of who's dominating. Whatever you're smoking must be good also.
Developers aren't chasing a moving target.
The target is well-known, and isn't moving: The W3C standards are followed to some extent by all browsers (some better than others). But just because the standards don't change much doesn't mean that we have to give up progress like Microsoft did. Technology can still improve. And most browsers still aren't completely compatible with W3C standards yet, so there's still a lot of room for improvement.
