If the spam problem is not soon brought under control, the sheep in many countries would start to demand their govs do something.

This would also trap many more mainstream companies. Eliminating a cheap form of advertising.
Something had to be done, before Gov imposed laws.

F secure and the rest of the tech community Publicly denounced Lycos rogue actions,
While in the background the backbones somehow manages to give Lycos just the right amount of bandwidth. Not to much so they would crash Not so little that they would be ineffective.
The general public joyfully commenced the stoning
