Yep you are right. Ddos by anyother name is still the same. Lycos can say they are "just trying to slow the bandwidth down," but that is not unlike me using a small army of bots to slow your servers down rather than a full scale denial of service.
HOWEVER, I am all for this for as long as Lycos can get away with it. If you or I did something like this we'd be in jail.
