Overcomplicated or an effective solution in a managed *nix
desktop environment? Given the largest Linux desktop push
is in the enterprise this is an amazingly effective technique
to protect the integrity of the IT systems. A technique not
possible under windows who's only answer to this
"needlessly overcomplicated" solution is to subscribe to a
third party anti-virus supplier and hope for the best.

For the home user I agree that it is unlikely that a user will
configure their system in this way. But if it became a
problem the major linux distribution might make the switch
to noexec as the default install for these users. Time will
tell, at least it is possible.

How you think drop to terminal and change permissions
and the Outlook warning dialog with the click of a button
run an app as the user account with administrator
privileges (default because many applications on this
platform can't run with less) as the same seems
indefensible. Don't call them "stupid users" then try to
credit them with command-line competence!
